Shikigami- Paper Release: The ability to bend paper material to her will. She can increase the density of it, making paper bulletproof(The very hardest it can get is that of steel) or sharper than the sharpest sword. If given a single sheet of paper, using her chakra, Eva can multiply it constantly. Each single sheet of paper being controlled takes a section of chakra. At the moment, Eva can only maintain control of 100 sheets of paper at a time. Using her chakra control, Eva can even morph the pieces of paper (oragami release) and use them differently. She can for instance, change a sheet of paper into the form of a shuriken, kunai, arrow, etc. She can also change paper into planes, butterflies, etc as to move them across great distances. She can even do so herself, but the bigger the sheet of paper, the more chakra it consumes.

Wind Jutsu- Eva also has a bit of wind prowess capable of spreading her pieces of paper and manipulating where it goes. But it is still only at genin levels.

Fire Jutsu- Eva also has a bit of fire prowesss capable of causing her manifestations of paper to withstand a degree of heat among other things. Yet again, only at genin levels.

Shikigami- Body Infusion: Using a great great deal of chakra, Eva can become paper herself (only sections). This allows her to point blank attacks usually that would usually be thought as undodgable.

Paper Clone: Eva can make a sheet of paper transform into a shadow clone, that once struck, bursts into more sheets of paper.

This is good and it's really balanced. I can't smell much brokenness in this at all HOWEVER there are some slight issues

The paper transformation, is pretty cheap/gay at your current level a complete paper transformation would consume a lot of chakra. So I would edit in some specifics and say that you can transform parts of your body

Secondly make sure you limit how dense you can make this paper

Other than that I see no problems. I might give you the cloud flame later in life.
